This also removes the templates section, as we're not maintaining it and it likely won't be necessary anyway once the curriculum is roughly finished.

in particular, give more concrete tips on filing issues.
this is based on experience with helping to maintain Nix and trying to make
sense of what's going on in Nixpkgs.
