Auto VIP does not appear to be working as expected

Steps to Reproduce (Problem):

  1. a Channel VIP sends a BotCommand that has VIP access
  2. They receive an error about not having rights (ISSUE ; Expectation is that the bot should have recognized the VIP badge in chat, then updated internally that this is a VIP before validating)

Below example, at getroles BotCommand, we should have seen the user with VIP roles
